- In the United States, prior to the institution of laws enforcing requirements for a safe working environment, callous and abusive businesses created unsafe working environments, resulting in tragedies like the Triangle Shirtwaist Fire. State regulations are effective at preventing events like these. [1]

Opposing arguments
