Supporting arguments
Activities that can not be eradicated should not be prohibited by societies, because it is more effective to reduce the harm they cause by regulating it safely. [1]

Opposing arguments
It is not reasonable for governments to tolerate something just because its prohibition can be totally effective. All major crimes continue to occur despite legal prohibitions, and no one argues that these should be legalized. It would be unreasonable to treat abortion differently. [2]
